Consultation has concluded
Most of the funding allocated through the Consolidated Plan goes to housing, but it can also be used for services such as childcare, food programs, job training, community centers, or other public facilities.
Many people are struggling to get by in our community – especially families with young children, disabled adults, and seniors on fixed incomes. For that reason, the City also uses our federal and local resources to fund a wide variety of services for local residents.
Review the slides below to see examples of community services and facilities that the city has supported to date, and let us know what you think. Are there other unmet needs that we should be addressing?

Public bathrooms
Human waste around the city is a humanitarian issue, a sanitation issue, and an environmental issue. Police are sweeping folks from camps by the stream because of this problem but the city provides no alternative. No one should be forced to poop outside. It’s degrading and could get people arrested just for doing what it takes to survive.—also none of us like to have to buy something just to pee. This is ridiculous.

The housing and treatment continuum of care has many interconnected components and they should all ideally co-exist in one location.
We don't need to invent it; it's already being done at places like Haven for Hope in San Antonio, TX. https://www.havenforhope.org/ With this 22-acre campus the city has drastically reduced the cost of addressing homelessness and has returned many thousands of formerly homeless people to productive roles in society. Every public official should visit Haven for Hope, study it, and bring the concept to Bellingham.

more drug and alcohol rehabilitation facilities
The 16 bed detox center on Division St. is way too small, considering the drug crisis we are in. We should prioritize a larger rehab center over building a new jail. The Sheriff has said that the jail currently houses 80 to 85% of folks with drug & alcohol problems. We do not need to jail people with medical problems.

Fully-Fund WTA Bus Service
All Bellingham Residents should be able to catch a bus -- no cash, no pass -- just jump on and go. This is *critical* for our environmental goals. There are a few barriers to taking the bus -- from "I don't know how", to "I don't have any dollar bills", to "I don't have a pass", etc. -- we need to reduce those to the extent that we can. Fare revenue should be replaced with City funds. Other cities do this -- so can we. The more bus riders we have, the less parking demand, less road congestion, less pollution, etc. we have to deal with. It's a big win for all of us.
