1. Scenarios for permit fees in the Draft Plan

Permit fees cover the cost of permitting and inspection. As part of the Draft Plans' cost-of-service analysis, the City requested additional assistance with updating its permit fees. Permit fees are customer charges for inspection and plan review of construction activities. These ensure that the developer or contractor is adhering to City regulations and standards when impacting the City's stormwater system.

Three scenarios were evaluated for cost recovery of permit-related stormwater services:

  • full cost recovery for services
  • 25% subsidy for services
  • 50% subsidy for services
